Guys Im very confused, every time I sail the Devastator and I get a storm, it just plows through the water with impunity like the storm is not there. Was this how a real fleet boat would behave on the surface, or is this something that could be potentially modded or fixed with the 1.4 patch?

There is a download in the ROW Mod that fixes this, there is much move movement to the sub as it relates to weather changes. Check out that thread :yep::up:

What is "The Devistator ?" that a mission ?

Unusually stable floatation model is normal for this sim. Too many people in the last two SH games complained they coudn't use the deck gun with waves. I've not seen any mod that makes the boat pitch the way it should for a round bottomed craft.
Sometimes we get what we want whether it's good or not.

In the book Iron Coffins, there is a picture taken from the bridge of the U Boat during a heavy storm. I fish offshore in the atlantic in a large boat, and looking at this picture ive never seen waves this big in my entire life. The photo shows the boat leaning over what appears to be 45-60 degrees as its caught in the trough of the waves.

And like the above poster said, SH4 just doesnt model how a rounded hull is supposed to react in a sea. it was an AWFUL ride... ROW at least gets the dynamics in the right direction.
