SH3cmdr and quals

i've found i can bestow awards with it, as well as quals, for officers, but why not the rest of the crew?

I think the only stuff that SH3commander doesn't want to change is the number of patrols and the experience of a crew member :hmm:

that's up to the crew, but i found the quals won't take during a patrol. wish i knew of this before i started on my 3rd:-?
