Photoshop!
Oh wait....you don't wanna spend $600. Can't blame you.
I hear GIMP is good (and free.) The relatively cheap Paintshop Pro is still available too I think.

If you got money; Photoshop!
If u dont: GIMP! http://www.gimp.org/
GIMP is freeware and u can get the same results as in Photoshop, certainly for screenshots. Go for it!

I've got money, but there's no *******ing way in Hell that I'm paying $600 for Photoshop.
I'll take gimp (or retire from the Kriegsmarine and become a scurvy pirate;) ).
Try this, personally I use Photoshop, but this is an outstandingly good free alternative, great by all accounts:

Ok thanks dudes!
Get Picassa from google.com. It's a great photo library app with some basic editing functions. I use it for a lot of my shots cos it's easy to use. I also use PS and GIMP.

I use IrfanView to take screenshots, and to resize/change format of pic.

A cheaper variation to full PhotoShop is PhotoShop Elements.

Photoshop Elements is not that great to be honest, which is why it's often bundled with scanners for free. It lacks many features which are fairly fundamental for mid-level photo editing, such as adding complex clipping paths to an EPS file so you can have a non-destructive cut-out.
Look out on PC mags for older versions of PS being given away free (not unknown, in which case it would cost you a fiver or so), but bear in mind that versions back from PS 4 (which was one of the best PS iterations) are unstable on XP.
