I have to first admit to being a little slow here being infinately more familiar with U-Boats then American submarines. :doh:
I have just realised how overstrength the crew are in this game compared to real life! :o
For example; I am currently using a Perch class boat (Porpoise in game). In real life such a vessel would have a crew of 5 officers and 45 enlisted ranks. The game defaults to 6 officers and over 60 crew.
My personal preference is to play a realistic based game and wonder if others have already tried reducing the crew to its correct levels?
Is this an old subject that for some reason I have been unable to find the threads for?

I agree with you, but check this out. Here's a link that shows the names of the men lost on the USS Pompano, a P-class sub, in 1943. There were 78 guys on board. http://www.oneternalpatrol.com/uss-pompano-181.htm

Unfortunately, they don't show their ranks, but I bet you could come up with that info with a bit more digging.
Anyways, wartime crew compliments were higher than peacetime, so 66 men seems a bit on the low side! But I still agree with you....SH3 did this great in limiting the number of officers and petty officers and it worked perfectly. Why change?

My idea is also that all the crew aboard the boat aren't listed in the personnel management screen. Like the cooks and such are there but are just taken for granted.
Personally I run all slots filled except the DC, Deck gun, AA gun slots. This has the benefit of not having those people get hurt when a bomb explodes topside (even if the AA crew wasn't on deck) and reduces the overall manpower of my sub.
My Realistic Crew Configs mod makes the starting crews as realistic as the game allows at this time. All of the crew setups are based on real-world boats for every class in the game.

Good point I must admit to not considering the other memebers of the crew such as cooks, etc. Suppose I had always assumed that they took up other roles during a battlestations.

Where would I be able this mod, also the trhead tile if one exists discussing the mod? Finally may I enquire if there are any conflict issues with other mods such as TM?

It's automatically included, but I'm sure the mod defaults to wartime crew size which as we've seen would be somewhere in the 70-80 men range.

I don't think so, because like I said, the crew sizes are all based on actual submarine rosters. Some of the rosters I used include the following boats:
USS Perch
USS Corvina
USS Albacore
USS S-44
USS S-26...and others (some of my notes I no longer have). Where possible, I used rosters from boats sailing on their first war patrol so as to more accurately reflect what a starting crew would look like.

Unfortunately, no, and that made the job of fitting the real-world crew rosters to the game's compartment setup a bit trying in some cases.
