So , when someones using that thing and they block an emergency call and the person die's ,will the user get charged with manslaughter? . I can see a whole new area of lawsuits coming up in the U.S

Sometimes I wished to have a jammer to jam people. :) For example in the cinema, and some idiots do not behave while the film is running.
Zap them!
Oh wait. There are tazers.

Highly unlikely and downright near impossible due to range of 30 feet and if you can't figure out someone is dying right next to you, you got issues my friend!
I do see this device as a way to shut off cell users that are annoying the hell out of you on the road though.

Either one works for me, but the taser will use more batteries.
Does this thing really work? Has anyone read general media reviews on it? Although it sometimes irritates me, I support people's right to yak on their phone, everywhere except quiet restaurants and movie theaters.

And airplanes. And intensive-care stations in hospitals. And schools, and lessons at university. And prison cells. And chess championship finals. And cars while driving. And Skybird's lair.

The worst I've seen? Harbor pilot, somewhere in the Mediterranean.
Entering harbor.
On a cruise ship.
He had the conn.
