In england we have number plate recognition systems in most police cars it will register on un marked cars and they can follow you without the criminal even knowing because to them your just a normal driver.

In high speed car chases the objective is not to catch up and stop the vehicle, but more just to keep a visual on it and prepare a blocking/stopping measure further up the expected route (never seen a car yet that was quicker than a radio signal or the 'eye in the sky').
The only time a physical intercept is actioned/authorised would be when serious or imminent danger to life is a foreseeable possibility.
