Are ocean waters on the map different?

I notice in the screen shots, the ocean is clear for some, and not for others?

Im near the Phillipines and the water is "dirty" or very "dense", you cant even see the hull below the water-line.

Pretty sure it is different graphic settings. Tweak em and you'll see what I mean.
