- older versions than 7.X don´t handle transparent *.png graphics
- MSIE does not show the navigation icons at the intended position

As most people still use some version of IE 6 or less.
It is stupid I know, but software developers are to write software for the users and not force them to use certain things/browsers in order to make their software work properly ;)
Though this is just my general point of view. I the case of presenting mods to a small community it might just not be worth the work to make the site IE compatible.
