SH4 1.3 Patch-where is it?

I think that I am going a little crazy, after reading posts about patch1.3 I cannot seem to find the actual patch anywhere, could some kind person please hold my hand and guide me to the download, no monetary awards, just my heartfelt thanks!!

I had some difficulty tracking down the 1.3 patch, too.
The problem I discovered is that UBI's UK website doesn't have the patch listed, although it is available from the USA site.
