Patrol problems

I 've been ordered to patrol off Japan. Everytime i get to the area nothing happens. I stay within a hundred miles of the area.Once i run out of fuel i go back to base. I've been assigned to this patrol 3 times in a row.

stay within 50nm of the patrol star for 48 hrs. That should do the trick
