Apologize if this question had been discussed before, but are this "white borders" around the sub normal (look on the right side)?
I don't see them while underwater.
My graphic card is an ATI X1950 PRO 512 MB AGP.
I have all option to the max, apart from volumetric fog

I also have this.. only when close to port.
When you leave port these white lines will disappear after somewhat miles.
could it possibly be railings that were not taken down before leaving port? I mean, I believe the Pompano has had railings installed so people don't accidently fall into the bay.

It's a graphic "artifact". It's caused by the Antialiasing interacting with the transparency shaders that get the information from the computed z-buffer.
There is no fix if you use antialiasing and transparent water at the same time.
And both of them are responsible for SH4 looking so nice.
PS: the green border (and some times the messed up fonts) on ATi cards are caused by the 2x and 6x Antialiasing. Use 4x or 8x to remove the green border.

If your card has trouble rendering 4x and 8x like mine, make a small display adjustment vertically and horizontally. This will hide the green line.
