You cannot drag things to the priority box as far as i know . The priority box is to move things to the top in order of priority in the box. If its not in the box then it doesnt need fixing or its completely rooted . If you have things that are 100% broken then they cannot be fixed and like in real life you will have to do a refit at a base . If you have items outside the box that have a red bar on the right side of them and they dont appear in the box then that means that they are stuffed and cannot be repaired . Think twice about getting into the same situation that got you damaged in the first place next time around . Its beer oclock so i think this info is correct .

I believe miner1436 was following what he read either in the SH4 manual ( page 80 under "Damage management" ) Quote: In addition, you can order a special damage control team to take care of especially difficult repairs. To prioritize their tasks, simply drag their malfunctioning items into their queue. Unquote Or he read it on key F10 here:

But either way it was poor work by UBI as to state that twice and not allow it.

It means drag the items to the top of the box from anywhere in the box . Its not explained clearly . Damaged items at the top of the box get repaired first .

Or drag them from "inside" the sub over the box and it will be placed first in the list of items to be repaired.

Also, keep in mind miner1436 that external damage like guns and periscope, and I think sometimes hull as well depending on type of damage to it, can only be repaired on surface.

Yes, you can prioritize the damaged elements by re-ordering the box. You can also see how badly things are damaged by looking at the red bars and by moving the mouse pointer over them and seeing the percentage level of the damage in decimal form--.28 = 28%. But you cannot repair anything damaged to the level 1.0.
Also, the crew in a compartment will work to fix anything damaged in their own compartment.
When I ship out the first time I trade out various no-renown-cost crewmen for enough new guys to fill out my damage control party with the "mechanic" trait.
Also, while I'm sure most already know this, for any new players: if you repair all your damage, save the game, and then restart and see water leaks in the control room, the game is telling you that you have hull damage, despite your repairs. This is especially important to note if you have been damaged and had to repair one or more bulkheads. You boat might look damage-free, but it isn't. More damage might prove fatal, and even a dive short of your starting crush depth might do you in. If you see that water spraying about after you reload, consider heading home.

a question to damage control team, do the crew members stay at this post all the time? I notice when you drag them over, they dissapear from thier original post? Shouldn't they be doing both? On watch, and damage control at battlestations?

No you have to baby sit them.
Or cheat and fill up the slots (Damage Control) with sailors in port.
Actually, I have been able to drag items from the comparment list onto the priority list NOT as a way of adding them TO the list. As has been said, the list is automatially filled with items that can be repaired. However, dragging items from the compartments is another way to prioritise. The item you drag gets moved from somewhere deep in the list instantly to the top. This is quicker than scrolling the list looking for the item, or trying to figure which of the many duplicate items is the one you want focused.
"... Or cheat and fill up the slots (Damage Control) with sailors in port..."
I don't think it's a cheat. Adding specialists is expensive, but when done makes up a normal compliment count of crew members. Ins SH3 we had to put them to sleep in bunks. Because there are bunks for everyone on a shift now, it gives the impression the specialists are unintended extras. I don't think so.
