Free Camera not working?

I spent quite awhile searching for this and found nothing, so sorry if this has been discussed...

The free camera no longer works for me. I was able to use it when I first installed the game -but in 1.2 (and now 1.3) neither F11 nor the menu button gives me an external view. I'm sure I'm missing something simple. Any ideas?

No worries I played for weeks before I discovered the rudder amidship key.
