Best harbour?

After arriving home to Pearl after a patrol, I had a look around and there seems to be an abundance of prime targets, various battleships, aircraft carriers and the like. But when i snuck into Tokyo I found nothing but merchants (bar a big Yamato cruiser in the harbours below Tokyo). Are there any harbours where I might find lots of warships? I can't remember the exact date in my campaign but Guadalcanal was taken not too long ago.

There were 2 battlecruisers, 1 carrier, 1 heavy cruiser, and 2 destroyers.

Note the past tense.
