Is that real AL? Something tells me that the cop would have either tackled him or at least hit him in the knee with his billy club instead so as to incapacitate him and therefore allow the cop to further prosecute the necessary ass whooping upon him.

I don't know. The clip is years old. I saw comments that it's real and the cop did jail time for it but I cannot confirm.
