Not i remember reading some Gaming Magazine a year ago and it talked about a game that was comming out where you create your own navy, you design the ships, how many planes you have, stuff like that. I think it was for Either Xbox or PC i dont remember. Does anyone know of this game?

I think the game you are talking about is Pacific Storm.

My personal opinion is that it sucks, but there are some people who seem to really like it ...

I think it was Naval Ops, The magazine had a picture of the cover and it had this huge Battleship that had like 6 Main gun turrets and by the look of it about 50 Broadside guns and AA platforms.
It looked really cool but inorder to be really good it would have to incorporate a nation building aspect and then it would be like a Sim game, it would be sweet if it was like that.

I love to be able to design ships from scratch. One of the reasons I so much loved Stars! - the same ship hull could be customized in so many ways. You could fill the Electronics slot with a Battle Computer, Jammer, Cloaking Device, or something else. You could have the ship be a fast interceptor armed with lasers for close combat, or a heavy attack vessel bristling with torpedoes. You could use the General Purpose slot for a Scanner, or leave it for more important things and have the ship rely on other vessels for scanner support.
And so on. There are lots of games in the world where you can customize ships, but few, if any, of the ones I've played give you as much freedom as Stars! did. The game also featured one Heck of a selection of different engines, armour platings, shield generators, jammers, cargo pods, mine dispensers, fuel pods, battle computers, thrusters, weapons, drills for mining, and lots of other gizzmoes, making ship design a major part of the game, just like in reality.
If this game offers something akin to that, I'll seriously consider buying it.

I've got Naval Ops: Warship Gunner for PS2 and I would reccomend it. You can design and make some really daft but cool looking warships. For example you could make a catamaran battleship with a nuclear engine, 6 massive cannons, and a laser. The gameplay is very similar to Battlestations: Midway and the graphics are suprisingly good. There is a sequel (http://uk.ps2.ign.com/objects/623/623840.html) which looks just as good but you get more stuff to make your ships with.

Is this basically what PTO3 should have been?

It rather reminded me of Pacific Air War - the Microprose one from the early 90s, dont know if you remember it - it was then and is now a completely fascinating concept with you in charge of the complete Japanese or US forces and playing the missions out in 3D.
Just that imo the execution (Pacific Storm, not PAW!) was really bad in a lot of areas (in others it was indeed really nice), so I cant recommend this one. Had there been someone in the team with at least a basic idea of how a UI is designed, and had they shown a bit more respect for the people who bought the game at release, I'm sure it would be one of the most cherished games in its genre, possibly even a classic.
I am not writing it off completely, but I think I need some time until my anger about the first release has dissappeared. Imo they made some cardinal mistakes: 1st releasing a game that is so much work that it isnt even fun to play - 2nd starting the sequel when the game isnt even out yet - 3rd (the usual one) releasing a completely buggy game.
Yet I still hope some really good product comes out of this, in that case I would write off the price of the first one as a loan for further development - as I dont mind paying 2x for a game that is really good, but it has to get much better than what its now.
