A guy from the german Ubi forum posted it.
First you identify your target and send data to TDC
Then you calculate range and send data to TDC.
Then you let the chrono run for about 30 sec. Then you stop it. One Clock-hand stand at 11 the other at lets say 5. So you have a target speed of about 10 knots. The distance between the clock-hnads seems to be the target speed
I tried this with the torpedo practis mission and it seems to be correct.
