I still haven't gotten mine playable yet either so don't feel too bad.
I have a bunch of experience with Dell computers but need to know more about what you are running and how it's configured before I can be of any help.
My first inclination would be drivers, the second is heat issues. The 4600 also has onboard sound right? Try disabling that and see what you get. Post your service tag # and we'll go from there.

:hmm: Hmmmmmm your specs look pretty good to run the game. My first thought is you videocard. Driver is updated? How about DX9? There is a newer version at MS update page on the web. Might want to start with these two items.

Dude! You shouldn't have bought a Dell!
Sorry, old tech joke.
1st Question: Are you using an LCD monitor?
2nd Question: What video settings are you using?
Lastly..
Post your dxdiag by: Start->Run-> and enter.. dxdiag .. (no periods)and 'ok' button.
It will run a bit.. click, 'Save All Information' and choose where you want to save it. Open it.. copy & paste to your reply here. Depending on limits, it might take a couple times. Or you can just host the file somewhere and link it.
If you need more details lemme know.
