When I'm locked on a target the green triangle is always centered on that target.I remember in Subsims of old(SH1 or maybe even Wolfpack)
that using the < > keys I could offset the trianlge a little to the right
or left of the crosshairs even when locked. Is this possible in SH4 ?

I don't think so. The only solution is to unlock and manually move your scope where you want to offset the aim.
Or if you have a good head for numbers you can use the spread function on the position keeper as was shown in that excellent TDC video posted here on this forum:up:

Open up your TDC and adjsut azmith by a few ticks to the right. This way you can fire at high speed and still hit dead center of your target.

I have my fis set to low speed and when I want a faster fish I go three clicks to the right. I dont know what its called but you will see what I mean under the topr control. You can go left or right with them. Going right will help you to stop hitting the props all the time. All though if I have a fast moving warship, I dont mind two hitting the props first to slow her down and then two in the gut.
