I voted the 9700 since it is probably faster but not much. The x1300 is dog slow. Good for a VGA card however.
By the way, I may be wrong since I did not verify the speed difference between the two.
One more thing, the x1300 will probably support DX9 better, but most of DX9's enhancements will slow it down.
Quite litterally, the two are almost a toss up in my book on which one to run.
Now I have probably completely confused you! :) Sorry!

Not even close...the 9700, albeit a fair sight older than the X1300, was a top of the line card when it came out, and offers performance approximately on par with the mid-range (in the following generation) GeForce 6600. It still is considered a mid-range card, although at this point, it has pretty much outlived its useful life (I'll be getting rid of mine shortly). Either way, the X1300 is a low end part, and only has 4 pipelines to the 9700's 8. The sole advantage to the X1300 is the fact that it is a Shader Model 3.0 part, while the 9700 is a SM2.0 part, but to enable SM3.0 on the X1300 would probably turn your game into a slideshow. If you were forced to pick between the two? 9700 any day of the week and twice on Sunday. However, at this point, there are easily better cards that one can pick up. As I assume you're running an AGP based system (because the 9700 was only produced for AGP), you should be able to pick up an AGP X1950Pro for no more than $200, and that number ought to drop rapidly once AMD/ATI launches their X2900 (aka R600) series.

Well I guess thats settled then. I have a x1300 and my friend is getting rid of his 9700. I was thinking about taking it off of his hands.

According to TomsHardware
The Best Gaming Video Cards for the Money: March 2007 (http://www.tomshardware.com/2007/03/06/the_best_gaming_video_cards_for_the_money/)
The 1300 is one step below the 9700
I think I am going to use that test (and a brief look in my wallet) to find out which card will replace my Geforce FX5600
