As services, securities, and other TSRs are automatically started, consuming valuable system resource, is there someone in the community who can provide me with a "clean boot" procedure for Win XP ?

Startup Windows in Safe Mode (http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/boot_failsafe.mspx).
Try looking in:
Start -> Run -> msconfig

To expand in the msconfig situation...
Go into your 'startup' tab and expand the 'command' list. This will list the program that runs something when XP first starts. Then click on the 'services' and select 'Hide All Microsoft Services'. Once again, it will show you the name of the program that's utilizing a service.
Now comes the fun part, decide what you need and what you don't. If worse comes to worse and your system crashes, hit F8 during the between your bios and logo screen, then select 'safe mode'.
