I know it's possible to increase air enemy detection so that when travelling in high TC I have time to take action.
How to modify it, and what is a good setting?

This has been an age-old SH3 buggaboo.
Does the "-1" setting really work?

Its the high TC that causes you no time to react
By the time the game renders the aircraft in your 3d world its on top of you due to the high TC
At low TC there is ample time for the computer to work it all out and for your crew to spot it

If you are using Sub Cmmdr. you have the option to set this....for anyone that TCs a lot....it is a must......especially later in the war .......
