Only if they bought the oem or the full retail version can they do this ...

Give 9software (http://www.9software.com/Windows_XP_Professional_CD_p/winxpprocd.htm) a try! When my church needed a 2000 server cd, they provided it cheap with multiple CAL's. With my experience, all I needed was the cd key and the cd...no need for the manual with I've got all the 2000 MCSE books.:know:;)
