If he's on the light side then I wont be able to play this at all using a p4 2.8ghz! I have a nice video card but I havent made the jump to dual core yet.

It depends on which configuration of the E1705 you have. Your processor is more than adequate whichever options you chose. However, the 256MB ATI MOBILITYTM RADEON® x1400 with HyperMemory is not a great card for gaming, and although it states that it has 256MB of RAM, the fact that it's a HyperMemory card means that it will have 128MB of its own RAM and will take the rest from your system RAM.
That would bring us to whether you upgraded your system RAM or not.
If the specs for SH4 stay as they are stated now by Ubisoft, with the minimum RAM requirement being 512MB, then you should be OK, but if the minimum RAM for the game becomes 1 GIG and that's what you have as your system RAM, then with a Hypermemory video card the game may stutter on you.
