Hi, I have put up with a poor bearing view of the UZO & Periscope for some time now & finally found the problem - the file bearing.tga found in data/menu/gui folder causes the problem, I replaced with stock file & what a difference, if your using the HiRes DX9 mod this degrades it even lower.:x Hope this may help others.
