Slower Stadiometer Movement

Does anyone know how to slow down the stadiometer line movement. I know one can hold down Ctrl to slow it down but its still too fast in my oppinion. In fact, i'd like to get rid of the Shift+direction arrow speed (as its far too fast) and replace it with the existing CTRL+direction arrow speed, then configure CTRL+direction arrow to be much slower. Is this possible or am I just courting utopia again ?
