Where are these Milkcows?
I am still to yet see a Milkcow. Where/How do you find them?
I am currently in early 41... are they out there yet? (I'm running the GW 1.1 mod )

Yup. Look for blue "ports" next to green ports. The blue "ports" are your re-supply ships.
There are re-supply u-boats out there in the ocean, too. To re-supply from them, dock with them as you would with any regular port.
