off the top of my head....
Freetown might be doable in EARLY 41. Im not sure what subnets or mines exist. I only know that theres a at least 1 tin can, probably 2. A fast moving patrol boat, and the waters shallow for a good long ways. So if you get caught your in BIG trouble. On top of that the harbor is enclosed and you won't have a good shot at the majority of shipping within said harbor.

Try Scapa Flow and you're up for a real challenge. Getting in is fairly easy (approach from the east and you'll get a good look on the barricade ships
It's got a harbour in the northern end of the bay (don't know if it used to, but it does now!), but it's a long way out from there, with plenty of ships and shallow waters. One mistake I did was to assume that once I sunk a ship, the enemy knew where I was, due to their numbers and the lack of depth. So after firing my torpedoes, I set throttle to flank and tried to dash out, since "they knew where I was anyway". Bad idea. Stay on Silent Running until detected, then make a run for it!

Every harbors a little different. Some i think are a bit harder then scapa. Scapa i think is acutally a little easier now with the terrain changes.

I found Freetown a bit easy to enter and reek havoc, my fav's early war are Southend and Dover and later in the war New York and Sydney.

I managed to sneak into this harbour at night and sink several ships, including a passenger liner!
I got in smoothly, got out smoothly, got back to port smoothly. Then I learned that it was a neutral passenger liner
