Default How to take advantage of enemy during a Natural Disaster

I came across a city called holyhead on west coast of england this past patrol...and it looked like this:











So what is a captain supposed to do in this situation? take advantage of it of course!!! torpedo los!!!!





I set one of my torps too shallow it grazed a roof top only by a few inches...



but, it quickly found the next door neighbor....



unfortunately I did not receive any tonage for these buildings....does anyone know if there is a fix for this?

I have also paid a visit to that port city and found it in the same condition on a clear night with no rain. Maybe it should be called Atlantis?
