Default Radio Room Telemetry

In the SH-3 Sound folder we have a sound wave for the radio room.
Ubisoft/SH3/Data/Sound/Radio Room Telemetry
I for one would like to have this play when I'm near or in the radio room. Is this possible? If yes, how?
I also posted this in the other forum, but thought you guys in the mod forum might have a better idea as to if this can be done or not.

Use the free cam and go hang around any of the clocks... you will hear the distinct sound of "tick-tock, tick-tock, tick-tock"

So anything can be possible if someone figures out how to do it

Well, there is a clock in the Radio Room... so, one possibility is to substitute the Radio Telemetry sound file for the Ticking Clock sound file... but, then all the Clocks everywhere will sound like Telemetry..

But, that would get the Telemetry sound into the Radio Room.. the only problem would be how to adjust the volume so that it is louder in the Radio Room, but not loud everywhere else...

Another problem would be that when submerged there should be no Radio Telemetry sound, only Hydraphone & Sonar.
