with what do you open tga files and where can i get the program

I use a program called irfanview to view tga's http://www.irfanview.com/

but I use Photoshop CS to edit them. I've never tried editing them in Irfanview so I can't tell you if it's any good but it is free

Irfanview does work good at viewing the TGA files. If you don't have Photoshop, you can download a freeware image editing program called The Gimp. It has a lot of features. That will allow you to effectively edit TGAs if you want. I still haven't figured it out, though.
