Yep. They didn't have mercury-filled, government-mandated CFLs back then. As a result, they sometimes flickered. OK, the Royal Air Force and USAF might have had something to do with it too

Last time I was walking through there some of that stuff dropping off the ceiling ruined my new Kapitänleutnant hat, ruined it. Not to mention the sparks from all the welding going on putting holes in my uniform. The lights were flickering. The place is going to hell... Can't even get a good parking space...

I figured it out, I turned down the Particle density and Terrain Object density down a few notches and it made the lights flicker. It kind of reminded me after the sub bunker got bombed. It almost made sense with one of the guys in there going up latter to check light, lol.
