That would be covered in the British army values and standards policy, I think it was last updated in 2008.
As it happens they are expected to be observed both on and off duty which further undermines your "on the job" line.

Precisely .....most if not all uniformed ranks (Police as well) swear an oath of allegiance to the Crown as well as signing the Official Secrets Act.

Not only does it mean you are required to adhere to it whilst in service but also for the rest of your life and IMHO this individual is displaying a type of behaviour which I if I were his commanding officer would find very questionnable to say the least.
