Hey, Ascii codes?

Ahh hope someone can help me and i hope this isnt in the wrong spot.. but the other night, I was on the forum and i saw a program that converts "keys pressed" into the ascii codes for altering the command file.. I think it was initially used for modding SH3 or something like that... i cant for the life of me find it now...

any help would be great..
