radar not working??

Hello , please help me!! I am doing a mission British supplies in north atlantic and I need to sunk 200 000 tons but I can not find any ship anywhere !!! Is my radar off or what happened?? My crew can only see ships visually and it is too hard to meet any...Please help!!!!

Have you equipped the Radar..

Unless its 1942 ( I believe) or later you won't have access to it..

Are you certain you're not confusing the radar with the sonar?
If so, for the sonar man to pick any contacts, you need to dive to at least PD (not sure if decks awash would cut it, though I think it won't).
