They are the cargo type ships, so instead of going after the tankers, or warships, target the cargo ships. I think also, that they convoy has to be going in the right directing (e.g. towards Britain), but I'm not sure about that. The convoy route is along the red line going east-west to the east for Britain (you can see it by clicking on the mission button) - steam around there and you should pick something up.

If you look closely on ships like the large steamers you will see tank's showing they carry war supplies.

Best way to recognize ships carrying warsupplies are the cargo/troopships with cammo.
