Surface and use only "S" to come up and not blow ballast its takes a bit longer time but this could help in many place.

Probalby thay can..
Almost everytime I used blow ballast (+ no engines and silent running mode) to came up at periscope depth quickly from 200m I was often detected (by pings!) by heading DDs.. |
