Default Tool for comparing game files?

Best my poor ol' brain can recall I read something about a tool for comparing files - to show differences side by side? Does something like this exist or is it just a figment of my imagination? Any help appreciated...

winmerge probably. Great tool for comparing any file in ascii text. That means cfg, ini, sns, eqp, upc, etc.

I use KDiff (http://kdiff3.sourceforge.net/)...simple and straightforward, imo...
