Adding radar to sub/ship?

Namely the [WIP]Playable Battleship Yamato. It has a upgrade slot for a radar and you can upgrade it, but ingame the radar tab is grayed out.

I think in the mod thread he said he couldn't get it to work. No idea what problem he ran into, but it may not be a simple matter.
