How to install SH3 Commander

I downloaded SH3 commander 3.13 and would like to isntall it. But there are no instructions in the .rar file. I'm clueless on how to install it.

SH3CMDR is a standalone program. There is a readme file that goes into great detail on how to install and use the program. I think the file is a zip and not an rar. Unfortunately JSCones does not support the program any more and it is not available from his web site.
In any event, you install the program with the installer. When installed, just run it and it will open SHIII for you.
You do not install it in the Ubisoft directory.

I realized what I was doing wrong. I had downloaded 3.13 which was a patch and not 3.1 which is the actual install file.

Yeah I think you just cut and paste 3.13 exe into the 3.1 folder.
