Shallow and impact they can take quite some time to sink with NSM installed.

I have sunk the Iso with three steam torps set at 20 feet.

It can take hours for her to sink with NSM several hours.

IMO there is a limit to where making some things like the "time" it takes to sink too realistic and can actually slow things down too much and takes some of the fun out of the game for me. if NSM ever cut its present sinking times in half then i might be willing to use it.

Don't know if the armoured belts are modeled, but I'd try hitting further down the hull, not shallow.
Keel shot would be best, but depending on the mods you're using and your realism settings (and the torpedo used ) this can be quite impossible.
