Default Fishing boats

How do I determine if these boats are friendly or enemy? I have come upon them many time and when I zoom in on the deck, there are men dressed in a suit and tie and they seem to be walking as if on guard duty.

In the stock game they are all equipped with radar, too. The same kind Bismark has, lol.

Actually they're lookouts for the enemy. When they spot you planes will come pay you a visit. But I won't shoot them. I did that once and the reports said that I sank a neutral ship. I'm now at war with Sweden.:rotfl:

I have met Filippino and Chinese fishing boats too, so don`t be too trigger happy. Anyway, they are a nuisance so I dive and leave them alone waiting for bigger prey if I am not too desperate for tonnage
