Clean the lens!

Entirely depends on the megapixel of your webcam but:

Click Messenger and select "My Webcam." Click Messenger again, and this time, select Preferences.
Click Webcam, then at the top, click Camera Settings. You can also use the slider under “Broadcast my webcam with” to choose your balance between faster-speed transmission vs. higher-quality image.
When you’re done, click Apply, then OK at the bottom of the window.

Note: Accessing Preferences without first clicking “My webcam” will gray out the camera settings & selection button.

Edit - You're currently streaming @ 3.5 frames/s and using about 45 kbits/s, so you can afford to increase the allowance.

It's been taken off Yahoo IM for the moment, I pointed Neal to some Webcam Streaming Freeware so he could host it on the SS servers for all to see, so he's probably tackling that at the moment.
