I heard on a video of the game the crew say "Dive planes set for steep dive captain" how do i do this and is this for a fast dive, away from destroyers say? thanks all.

I know about crash dive, but is there a way to set the dive planes first and when ready then dive quickly?

No, you can not set the dive planes. Just an automatic deal. You can run decks awash that helps you dive quickly but it eats up your fuel.

Dive planes are not controllable, except in the context of a general command for normal or crash dive. As things stand pre-patch it is one discouraging part of the game that diving with no speed on at all seems to be quicker than diving at all ahead emergency and ordering a crash dive. Just another reason to look forward to the patch. I hope.
