I do not remember what is the fix for this scenario when it comes up to take a picture of the French Submarine (and I don't really want to start again since it is a fairly long mission but most excellent!!)

Not sure about the photo trigger firing, but it shouldn't make any difference. Just keep following that bad guy sub and eventually you'll get a radio message telling you what to do next. You are checking for radio messages, right?
