How can I increase my sonar/radio efficiency?

What are some methods for extending the "green efficiency" bar over my sonar/radio compartment?

I can't qualify my seaman in Radioman

Should I use a petty officer with Radioman qualification for my sonar position.

Currently I have two seamen in that compartment and the green efficiency bar is about 1/3

I tried to talk to my sonar man but he won't or can't listen (DOH!)

Use 2 Petty Officers with the radio qualification in both radio and sonar stations for the best results
