Default In-Game DW Mouse Issue

I'm having an issue with the game that I think is not attributed to system specs.
What happens is my game seems to rapidly drop FPS whenever I move my mouse fast enough (as in trying to quickly select a target for an SM-2 and fire or using sonar, normal actions like these). If I slowly move my mouse their is no drop or it is not notticable, but when I move my mouse quickly, the FPS either drops by 100 or just goes to 0. My normal FPS at max settings is 187+. I didn't used to have this issue after I upgraded my PC but here are my current specs in case they help:

Processor: Intel(R) Core(TM) i5 CPU 650 @3.20GHZ
Win 7 64bit

Graphics Card: AMD Radeon HD 7700 Series
6.00GB's of RAM

I have tried starting the game with:
Run in compatibility mode for Windows XP (Service Pack 3)
Disable visual themes
Disable desktop composition
Run this program as an administrator

but none of them have helped, again, does anyone know how to fix this?

THANK YOU.

This also fixed the 'flickering' screen corruption under XP SP3 running in Parallels on my Mac.

Thanks!

gear Mouse issues

I just got back to DW (via Steam) after a long hiatus. The graphics wrapper worked great for my W10 installation. But I have a problem when trying to play on my Surface Pro with a wireless Logitech mouse.

When Software Cursor is set to No, mouse pointer just stays on center of screen, and the visible pointer does not move. I can get the different main menu options to highlight as I move the mouse, but no movement of the pointer.

When Software Cursor to Yes, the mouse pointer works, but after 5 seconds or so it starts to leave graphical "junk trails" (artifacts) behind that won't go away until I switch to a different station/screen. This persists as long as the game is running. Once I quit the game, problem is gone. DW is the only program on my computer that exhibits this behavior.

Any ideas on what next to try to tackle this problem ? It's great to see this game running on W10, and I'm hoping to resolve this last problem so I can fully enjoy it again.

You might want to experiment with using this program to run DW, DXWnd. On the input tab there are some more mouse tweaks. Maybe it can solve your problems. No guarantees though. I have not tried it (these mouse settings) and don't have the same problems as you.

Guide to fix pallete/window issues by FPS Chazly using DXWnd:
