Watch Crew won't come on deck

I have to keep saving and reloading to get them to come up on deck after I've been submerged and surfaced. Is this a known bug? I've tried calling battlestations, I'm not decks awash, weather is calm. They'll man the deck or flak gun when I tell them to - the watch crew is just deciding they'd rather stay in their bunks for some reason. If I save and reload then they appear on deck.

Actually it's easy to miss some unexpected things that can happen. When I started TWoS I just CTRL-F in my browser to search this threat for keywords...and pretty always found something
