Furlongs per fortnight wind speed

Fooling around with a mod that will make ships take damage from flooding and settling, set the depth too shallow and some of the light cruisers sank just from wave action. So I made a mission to test various "crash depths" and discovered there's no tool to set a heavy sea state, only the wind. Which is in meters per second instead of honest knots. Max setting is 15, since I have no clue how much that is in real money I had to convert it. 15 X 60 X 60 = 54000, AKA 54 kilometers per hour. Comes out to 29 nautical miles and change, is 29 knots really the max wind in the game? Or is that just a limit for quick missions? Cranked to max the sea state is what I would call moderate, I'm looking for heavy seas for the tests. I'm sure I've seen heavier seas in careers, but since that's random I need a way to do this in a quick mission.
