To me that's a reasonable option, in which case no clone is needed - I edited the Ship_CollisionAlarm_EXT.wav so it's just 5 seconds of silence, I could just include that as an option. When has anyone actually heard it at sea anyway? Can't count how many times I've seen idiot destroyers weaving in and out of traffic, or formations scattering to avoid torpedo wakes, and there's two ships stuck together with nothing but the crashing grinding of the Collision_Ship.wav sound - no siren.
BTW, I edited all four of the collision ship and net wav files long ago to reduce the volume, every time I hit something in the game I had to pry an upside down cat off the ceiling when her claws got stuck.
